Purpose: The Policy Committee will review all proposed and required policy additions or updates as part of the careful and orderly process used when examining policy proposals prior to Board action.

Members: The Policy Committee shall be composed of two Board members assigned by the Board President during the Organizational Meeting, representation of building and District level administrators, and others as required by the Board or Superintendent/designee.

Outcome/Scope/Expectations: 

Policy comes in two forms: Required/Recommended and Proposed

Policy updates are required/recommended by our policy provider, the Ohio School Boards Association, in order to remain in compliance with changes in the law.  Any recommended changes or additions received via the Ohio School Boards Association Policy Development Quarterly will automatically be referred for evaluation by the Policy Committee at the next subsequent meeting.

Proposals regarding Board policies and operations may originate at any of several sources, including students, community residents, employees, Board members, the Superintendent, consultants or civic groups.  When a policy is proposed the individual or group will be asked to complete a policy review checklist and action form.  The policy introduced along with the checklist and action form shall be assigned to the Policy Committee and Superintendent for review and recommendation at the next subsequent Policy Committee meeting.

The Policy Committee shall by majority make a recommendation for each required/recommended or proposed policy prior to referring the policy back to the Board for next steps.

If a policy does not receive a positive recommendation, a summary of the concerns will be prepared by the Board Chair to be shared with the Board. 

All policies referred back to the Board for a first reading will include a summary of the Policy Review Committee's recommendation, a written opinion from legal counsel and input from OSBA policy consultants as needed, and the results of any studies undertaken by the administration. 

A policy proposal referred back from the Policy Committee with a recommendation will receive two public readings before a vote by the Board in order to permit further study and provide an opportunity for interested parties to react.

A majority vote of the board 

  • may suspend the requirement of receiving the Policy Review Committee recommendations or

  • Refer a policy back to the Policy Review Committee or 

  • Reduce the number of subsequent readings per board policy BFF

Prior to final approval by the Board, each policy will be titled, dated, and coded consistent with the classification system used by the Ohio School Boards Association.

Timeline: 

The committee will meet quarterly based on the OSBA PDQ schedule. (Summer, Fall, Winter, Spring)
